Idling vehicles is always a bad idea

Can someone explain to me why there isn’t an idling bylaw in Okotoks? I am astounded at the number of people (especially truck owners) who think it is a good idea to idle their vehicles for ridiculously long lengths of time.
In the winter I’ve seen vehicles idling for an hour! In the summer I’m seeing the same thing. Not only is it bad for the environment, it’s not good for an engine either.
Do people not comprehend this? What is the point? Am I missing something?
Maybe I could understand this phenomenon if there was a reasonable explanation but there’s not. It simply DOES. NOT. MAKE. SENSE. Are people lazy? Do they forget? Seriously, what’s the deal? Everywhere I go in this town people are running their vehicles for no particular reason and Council doesn’t do a damn thing about it. Lets get with the 21st century and make some changes.
